MOSAIC: Monitoring safety of children in detention in the EU

Period: May 2023 – ongoing
Client/Partner: Penal Reform International EU-funded project Data for MOnitoring the SAfety of Imprisoned Children (MOSAIC).

As an expert on Child Justice, I led the European research and analysis activities aimed at mapping the current situation of data collection on violence against children (VAC) in criminal justice detention facilities for children in EU member states. The research (to be published in the first half of 2024) identified good practices as well as structural gaps, needs and barriers in existing data collection systems in light of international human rights standards and guidance on child safeguarding, non-discrimination and inclusivity.

In December 2023, I participated virtually in the national workshops in Ireland and Romania, presenting on the European research on monitoring and data collection on violence against children in detention, respectively to the Irish and the Romanian stakeholders.

More importantly, I led the research and drafting of the publication Data for monitoring the safety of imprisoned children: A European Study (2024), and of a guidance document on data collection on VAC in detention, which will be published in early 2025.
